CARDINAL RE, SPECIAL ENVOY TO FOURTH CENTENARY AREQUIPA

VATICAN CITY, 8 JUL 2010 (VIS REPORT) Made public today was a Letter, written in Latin and dated 14 May, in which the Holy Father appoints Cardinal Giovanni Battista Re, prefect emeritus of the Congregation for Bishops, as his special envoy to celebrations marking the fourth centenary of the archdiocese of Arequipa, Peru, due to take place from 14 to 18 July.
Also made public were the names of the members of the mission due to accompany the cardinal, they are: Fr. Edward Huillcen Baca, pastor of the parish of the Virgin of the Miraculous Medal and director of the diocesan office for Catholic education, and Fr. Jose Leon Chang, rector of the "Redemptoris Mater" archdiocesan missionary seminary of Arequipa.

He succeeds Cardinal Pedro Rubiano Saenz, whose resignation from the pastoral care of the same archdiocese the Holy Father accepted, upon having reached the age limit.

CHINA: UNDERGROUND BISHOP RELEASED AFTER 15 MONTHS DETENTION

UCAN report: Bishop Julius Jia Zhiguo of Zhengding was released on the morning of July 7 after 15 months in detention.

The “underground” prelate held an evening Mass for his flock immediately on his return to Christ the King Cathedral in Wuqiu village, near Shijiazhuang, the capital of Hebei province.He also made a point of stating that he had not accepted the Catholic Association, nor the authority of the Bishops’ Conference of the Catholic Church in China, which are government approved Church bodies.
In a press release issued by the Cardinal Kung Foundation, he emphasized that “he was and always would be firmly adhered to the leadership of the Holy Father.”
Bishop Jia was removed by government officials on March 30, 2009, the day the Vatican’s China Commission began its plenary meeting in Rome. The Commission voiced its concern for the prominent bishop in a communiqué afterwards.
Throughout his detention, his family had campaigned vigorously for his release.
Two other Hebei underground prelates – Bishops James Su Zhemin of Baoding and Cosmas Shi Enxiang of Yixian – have been held in detention since 1997 and 2001 respectively. Their whereabouts have been unknown for years.

CUBA: TALKS WITH CATHOLIC CHURCH, CASTRO TO RELEASE 52 PRISONERS

CNA report: Following unprecedented dialogue between Cuban officials and the country's Catholic leaders, political authorities in Cuba announced today that they will release 52 political prisoners.

According to the Miami Herald, Cuba's leader Raul Castro announced the move to Cardinal Jaime Ortega of Havana on July 7 during the latest meeting in their nearly two-month series of talks.
Castro informed the cardinal that 5 prisoners will be released immediately with the remaining 47 being allowed to leave the island nation within the next four months, the Herald reports. The 52 were part of a group of 75 dissidents arrested in 2003 for what the local communist government viewed as treason.
Prior to today's announcement, the prelate's talks with Cuban authorities had garnered the release of one prisoner and the transfer of a dozen others to prisons closer to their homes.
The prisoners have reportedly suffered harsh conditions while incarcerated, with some going on hunger strikes as a sign of protest. Ariel Sigler Amaya, a 46-year-old prisoner released last month, became a paraplegic while in prison and now weighs 106 lbs.
Dialogue contributing to the prisoners' release has also been credited to the Vatican's foreign minister, Archbishop Dominique Mamberti, who visited the country during the recent Cuban Social Week in June.

BRITAIN: BRITISH MISSIONARY BROTHER FORCED TO LEAVE PERU

Independent Catholic News: British missionary laybrother Paul McAuley, 62, has been told to leave Peru, where he has served for 20 years, after the authorities accused him of inciting unrest among indigenous peoples protesting environmental damage from oil drilling in the Amazon rainforest.

With the backing of his institute, the La Salle Christian Brothers, McAuley has appealed the decision with the courts in Lima in an attempt to reverse the decision. Wednesday was the last day he was allowed to stay in Peru according to the expulsion order.
The Peruvian government says that Br Paul had participated in “activities that contrast with his migratory status and actions that compromise the security of the state, the public order and national defense”.
Heading the ‘Red Ambiental Loretana’ (the Loreto Environmental Network) the ‘civil society’ organization founded in 2004 for the ‘protection of the environment and human rights of the native communities in Iquitos, in the region of Loreto (about 1000 km. northeast of Lima), Br McAuley is accused of having participated and instigated protest marches against the government.
In February, Br McAuley helped Kichwa Indians file complaints with Peruvian prosecutors charging contamination of the Tigre River and its tributaries, allegedly by 35 years of oil drilling by the Argentine company Pluspetrol. McAuley told the AP on Tuesday that he was still awaiting a response.
While he said he had no hard data on the alleged contamination, McAuley said studies published by Peru's health ministry in 2005 found that Achuar Indians living along the Corrientes river "all had cadmium and lead in their blood." He blames the oil drilling.
Peruvian environmental activists say the expulsion of McAuley would send the wrong signal to the country's native peoples just as the Garcia government says it wants to negotiate in good faith with them over developing the Amazon for the benefit of all Peruvians.
"This is a very special moment in the history of the Peruvian Amazon. At no time have there been so many projects, so big and being proposed and developed simultaneously," Mariano Castro, a lawyer with the Peruvian Society for Environmental Law, told the AP.
"I think that, effectively, people like Brother Paul cause discomfort in such a scenario."

IVORY COAST: NEWLY ORDAINED BISHOP OF GRAND BASSAM RAYMOND AHOUA

Agenzia Fides report – On Sunday, July 4, the Apostolic Nuncio Archbishop Ambrose Madtha ordained the new Bishop of the Diocese of Grand Bassam, Bishop Raymond Ahoua, of the Congregation of the Sons of Providence (Don Orione). The two co-consecrating bishops were Bishop Paul Dacoury-Tabley, Bishop Emeritus of Grand Bassam, and Bishop Giovanni D'Ercole, Auxiliary Bishop of L'Aquila. The solemn liturgy, in the presence of Cardinal Bernard Agre, Archbishop Emeritus of Abidjan, was attended by 23 bishops from all over the country, Burkina Faso, and Italy.


According to information sent to Fides, the ceremony was held outdoors on the grounds that will become home to the new Cathedral dedicated to the Holy Spirit. The place was packed with a crowd of more than 11,000 people, with about 200 concelebrating priests including Fr. Flavio Peloso, Director General of the Congregation of the new bishop, which was founded by St. Luigi Orione. Also present were the local political authorities.

During the homily, the Apostolic Nuncio focused on the readings for the 14th Sunday in Ordinary Time and the ministry of the 70 disciples called to continue the mission of Jesus, bringing peace to the people. Archbishop Madtha, expressing his joy for the ordination and the installation of the third bishop of the diocese, where the evangelization of the Ivory Coast started 116 years ago, explained the ministry of the Bishop and his position in Church. He asked those present to pray for their bishop in the languages of Aboure, Agni, and N'zima.

After the liturgy, which lasted 4 and a half hours, the Apostolic Nuncio thanked Bishop Paul Dacoury-Tabely for leading the diocese for over 15 years, and expressed his gratitude to Bishop D'Ercole for his missionary ministry conducted in the Ivorian land for eight years. The new bishop, in his final address, thanked everyone, especially the Holy Father and the Congregation for the Evangelization of Peoples for the confidence placed in him and assured that the mission of evangelization in the diocese will continue with renewed zeal and dedication. NEW PLAY ON MARY MACKILLOP TO BE RELEASED NEXT MONTH
 
Cath News report: Brisbane's Twelfth Night Theatre's will stage a production of a play about Mary Mackillop next month. It is unrelated to the musical about her life which was announced this week in Sydney.

Owner-manager Gail Wiltshire says inspiration for the Brisbane production, titled At the Centre of Light: The Mary MacKillop Story, came from a Sister of Mercy, who taught her as a child.
The theatre owner's seemingly miraculous recovery from two different forms of potentially fatal cancer is a further reason for her decision to present a stage version of Mary MacKillop's life story, reports The Catholic Herald.
"I certainly have no difficulty in believing in the concept of miracles after these events," she said.
"On both occasions - once when I had breast cancer and the other time when I had peritoneal cancer - I was given six months to live.
"In each case I had deadly grade-three tumours - yet 14 years later here I am.
"I've had first-hand experience of the importance of faith."
Ms Wiltshire says Sister Mary Bartholomew, her teacher while growing up in Boonah "told me I could accomplish anything in life I set out to, and that I was here on earth for a purpose.
"She was such an inspiring leader and mentor and had such a love and knowledge of music and drama, I thrived."
The play was workshopped in Melbourne last year after script approval by representatives of the Josephite order.
It will open on August 18 and run for about three weeks, said the report.
