VATICAN: POPE: SPOKE TO COUNCIL FOR CULTURE
The Church wants to talk with everyone in search for truth, but for the dialogue to be effective you need a precise language. Pope Benedict was speaking to the Plenary Assembly of the Pontifical Council for Culture, which focused on communication and new languages. The Holy Father spoke about the idea of there being a "Court of the Gentiles" in which the Church can communicate faith and dialogue with the contemporary world, and how this is taking place in different parts of Europe. The Pope also warned about an educational crisis affecting young people when they fall into traps laid out by a media which can be manipulative. He says the Church must respond with creativity and intelligence. And be committed to promote communications that stimulate critical thinking and the ability to evaluate and discern. VATICAN CHANNEL REPORT:

EUROPE: GREAT BRITAIN: NUNCIO ARCHBISHOP MUNOZ TO RETIRE
CATHOLIC HERALD REPORT: Archbishop Faustino Sainz Muñoz, the Apostolic Nuncio to Great Britain, has announced his retirement at a thanksgiving Mass for the papal visit at St Mary’s Cathedral in Edinburgh. The Mass, arranged by the Bishops’ Conference of Scotland to mark the unprecedented success of Pope Benedict’s September trip to Britain, was celebrated last Sunday. Led by Cardinal Keith O’Brien, the Scottish bishops paid tribute to the Nuncio and all those who helped make the papal visit a success.A veteran of the Holy See’s diplomatic service, Archbishop Muñoz had served the Pope in Africa, Scandinavia and Latin American before the becoming the Vatican’s representative to Britain in 2004.The thanksgiving celebrations were muted by the Nuncio’s announcement. His health has declined since he suffered a mild stroke in May.The archbishop told the congregation: “Sadly, for medical reasons I find that I now need to return to Spain in order to continue my treatment and this means that, when my resignation is accepted by the Holy Father, perhaps in early December, I will be coming to the end of my time here as Apostolic Nuncio. I want you all to know that I have very much enjoyed your friendship and kind hospitality. As we all know, the weather here in Scotland may not always be perfect and warm, but in my experience your welcome in Scotland always is. It has always been a great joy to have the opportunity to visit your beautiful country.”The archbishop told the congregation that he had been hugely touched by their spiritual generosity.“I should like to express to you all my sincere gratitude for all your kindness and your prayers for me during the five and a half years that I have been Apostolic Nuncio in Great Britain,” he said. “I am especially grateful for all the prayers and tokens of concern and affection which I have received during these last months while I have been unwell.“We are all in the hands of God, and your prayers are, for me, a very great support. I will certainly not forget the people of Scotland and I will continue to pray for you from Spain. I ask too that you please continue to pray for Cardinal Keith and for the bishops of Scotland, remembering too the priests and deacons who collaborate with them in their service to the local churches.”Cardinal O’Brien thanked the archbishop for all his work and assured him of the prayers of the people of Scotland. “We all thank him for his efforts on our behalf with regard to the papal visit, and indeed thank him most sincerely since the beginning of his mission in our country,” he said. “We are, of course, aware of his illness recently and promise our ongoing thoughts and prayers for him at this time.”Earlier in the day the archbishop had said he wished to offer his most sincere thanks to all those who had helped make the papal visit such a success on behalf on Pope Benedict. He said: “On the Holy Father’s behalf, I thank Her Majesty the Queen, her Government as well as the civil authorities here in Scotland. Also the leaders and members of the other Christian communities and other faiths for all that they have done. While thanking everyone who has worked so hard, I would also wish to express thanks quite simply, to the people of Scotland; for the warmth of your welcome, for your prayers and your hospitality to the Holy Father, Pope Benedict XVI.” He also thanked Cardinal O’Brien and Fr Paul Conroy, co-ordinator of the visit to Scotland.During his homily Cardinal O’Brien also said he and his brother bishops were full of gratitude to all those who had helped make the papal visit such a success, and reflected on the continuing benefits. He said: “Much has been made of the words that we are now experiencing a ‘Benedict bounce’. I had the privilege of explaining the meaning of those words to the Pope in England-quite simply saying that the Catholic community is now on a ‘high’ following on the Pope’s visit. We must continue to experience and to live out our past joy through our prayerful study of what the Pope said to us in his time with us in Scotland and not just continue to relive the experiences of those hours.”

Agenzia Fides report – Pope Benedict XVI has encouraged the participants to the ninth seminar of Sacred Scripture in Chinese (see Fides 11/10/2010) to promote Bible reading. According to reports from the Kong Ko Bao (the Chinese version of the diocesan bulletin), in the message signed by the Secretary of State, Cardinal Tarcisio Bertone, Pope Benedict XVI hopes that "the seminar will become an opportunity for encounter with and renewal in the Lord, for everyone. Furthermore, the Holy Father invokes the intercession of Mary, Star of Evangelization, bestowing his apostolic blessing as a pledge of divine grace."About 120 delegates from Asia, Europe, and Oceania are taking part in the Ninth Seminar of the Holy Scriptures in Chinese, organized by the Federation of Chinese Catholic Biblical Associations, held in Kuala Lumpur, Malaysia, November 11 to 15. Coinciding with the work of the seminar, whose theme is "Living the Word of God and Building the Kingdom of God," was the publishing of the Post-Synodal Apostolic Exhortation "Verbum Domini" which reaffirms the need for "to discover ever anew the urgency and the beauty of the proclamation of the word for the coming of the Kingdom of God which Christ himself preached." AMERICA: USA: CATHOLIC BISHOPS HOLD CONFERENCE ON EXORCISMS
FOX NEWS REPORT: Citing a shortage of priests who can perform the rite, the nation's Roman Catholic bishops are holding a conference on how to conduct exorcisms. The two-day training, which ends Saturday in Baltimore, is to outline the scriptural basis of evil, instruct clergy on evaluating whether a person is truly possessed, and review the prayers and rituals that comprise an exorcism. Among the speakers will be Cardinal Daniel DiNardo, archbishop of Galveston-Houston, Texas, and a priest-assistant to New York Archbishop Timothy Dolan."Learning the liturgical rite is not difficult," DiNardo said in a phone interview before the conference, which is open to clergy only. "The problem is the discernment that the exorcist needs before he would ever attempt the rite."More than 50 bishops and 60 priests signed up to attend, according to Catholic News Service, which first reported the event. The conference was scheduled for just ahead of the fall meeting of the U.S. Conference of Catholic Bishops, which starts Monday in Baltimore.Despite strong interest in the training, skepticism about the rite persists within the American church. Organizers of the event are keenly aware of the ridicule that can accompany discussion of the subject. Exorcists in U.S. dioceses keep a very low profile. In 1999, the church updated the Rite of Exorcism, cautioning that "all must be done to avoid the perception that exorcism is magic or superstition."The practice is much more accepted by Catholics in parts of Europe and elsewhere overseas. Cardinal Stanislaw Dziwisz, the longtime private secretary of Pope John Paul II, revealed a few years after the pontiff's death that John Paul had performed an exorcism on a woman who was brought into the Vatican writhing and screaming in what Dziwisz said was a case of possession by the devil.Bishop Thomas Paprocki of Springfield, Ill., who organized the conference, said only a tiny number of U.S. priests have enough training and knowledge to perform an exorcism. Dioceses nationwide have been relying solely on these clergy, who have been overwhelmed with requests to evaluate claims. The Rev. James LeBar, who was the official exorcist of the Archdiocese of New York under the late Cardinal John O'Connor, had faced a similar level of demand, traveling the country in response to the many requests for his expertise. The rite is performed only rarely. Neal Lozano, a Catholic writer and author of the book "Unbound: A Practical Guide to Deliverance" about combatting evil spirits, said he knows an exorcist in the church who receives about 400 inquiries a year, but determines that out of that number, two or three of the cases require an exorcism. No one knows why more people seem to be seeking the rite. Paprocki said one reason could be the growing interest among Americans in exploring general spirituality, as opposed to participating in organized religion, which has led more people to dabble in the occult."They don't know exactly what they're getting into and when they have questions, they're turning to the church, to priests," said Paprocki, chairman of the bishops' committee on canonical affairs and church governance. "They wonder if some untoward activity is taking place in their life and want some help discerning that."Many Catholic immigrants in the U.S. come from countries where exorcism is more common, although Paprocki said that was not a motivation for organizing the conference.Exorcism has deep roots in Christianity. The New Testament contains several examples of Jesus casting out evil spirits from people, and the church notes these acts in the Catholic Catechism. Whether or not individual Catholics realize it, each of them undergoes what the church calls a minor exorcism at baptism that includes prayers renouncing Satan and seeking freedom from original sin.A major exorcism can only be performed by a priest with the permission of his bishop after a thorough evaluation, including consulting with physicians or psychiatrists to rule out any psychological or physical illness behind the person's behavior.Signs of demonic possession accepted by the church include violent reaction to holy water or anything holy, speaking in a language the possessed person doesn't know and abnormal displays of strength. The full exorcism is held in private and includes sprinkling holy water, reciting Psalms, reading aloud from the Gospel, laying on of hands and reciting the Lord's Prayer. Some adaptations are allowed for different circumstances. The exorcist can invoke the Holy Spirit then blow in the face of the possessed person, trace the sign of the cross on the person's forehead and command the devil to leave. The training comes at a time when many American bishops and priests are trying to correct what they view as a lack of emphasis on the Catholic teaching about sin and evil after the Second Vatican Council, the series of meetings in the 1960s that enacted modernizing reforms in the church. Many in the American hierarchy, as well as Pope Benedict XVI, believe that the supernatural aspect of the church was lost in the changes, reducing it to just another institution in the world.A renewed focus on exorcism highlights the divine element of the church and underscores the belief that evil is real.DiNardo said some Catholics who ask for an exorcism are really seeking, "prayerful support. They're asking for formation in the faith." Still, he said sometimes the rite is warranted."For the longest time, we in the United States may not have been as much attuned to some of the spiritual aspects of evil because we have become so much attached to what would be either physical or psychological explanation for certain phenomena," DiNardo said. "We may have forgotten that there is a spiritual dimension to people." http://www.foxnews.com/us/2010/11/12/catholic-bishops-exorcists-needed/

AFRICA: KENYA: BISHOPS TRY TO IMPROVE CONSTITUTION
Agenzia Fides REPORT –Kenyan Bishops say “Let's work to improve the Constitution”The Bishops of Kenya have reaffirmed their opposition to the part of the new Constitution that “poses a threat to life, family, marriage, equality or traditional Christian values,” but declare that they are willing to participate in a process of implementing and refining of the original document. They have expressed these thoughts in a concluding document issued after their Plenary Assembly, held in early November in Malindi. A copy of the document was sent to Fides. “We recognize that the New Constitution was passed. Consequently, all Kenyans must now be involved in implementing and refining it,” write the Kenyan bishops. “This process must go on with care taking into account the desires and aspirations of all Kenyans, being truthful to the mandate given. We express our willingness to participate in the process. This is our spiritual calling, without prejudice to our serious reservations as to some important sections.”The Christian Churches had been opposed to the new text of the Constitution, because of an article that would open the doors to the legalization of abortion. The bishops declare that they are “perplexed at the scene of confusion and the existence of deeply rooted vices in the leadership of Kenya today. We expect a more focused leadership which will fulfil the dreams of ordinary Kenyans. Settling of scores, focusing on 2012, continual looting of the riches of a country does not bode well for a future happy and prosperous Kenya. We appeal to the political class of all hues and persuasions to do the job that they have been elected to do.” On the pastoral level, the bishops call for “renewal and deepening of our Catholic faith” through personal and communal prayer, pilgrimages, and the sacramental life, and they also launch an appeal to abandon tribalism: “The deepening of our faith leaves no room for tribalism as we are all Kenyans not only in words but in the eyes of the Almighty God.” http://www.fides.org/aree/news/newsdet.php?idnews=27802&lan=eng

CATH NEWS REPORT: A High Court judgement that effectively affords asylum seekers the same protection of the country's legal system as everyone else should spur the government to consider moving all asylum-seeker processing onshore, said the Australian Catholic Bishops Conference in a statement."The bishops of Australia sincerely hope that this is the end of so-called 'Pacific solutions' in which those seeking asylum in Australia are moved to remote offshore locations in order to avoid their access to Australian laws," said the spokesperson for the bishops on migrant and refugee matters, Bishop Joe Grech."Mere political expediency is no justification for detaining such people in remote areas. Following this important ruling of the High Court, on behalf of the Catholic Bishops of Australia, I call upon the Australian Government to take immediate steps so that asylum seekers currently held in detention would be afforded the protection and the justice enshrined by the Migration Act," Bishop Grech said."All Australians will welcome the High Court's judgement that the rule of law must be followed by decision makers employed by the Australian Government. Most Australians would perhaps be surprised to learn that such a requirement has not been standard practice," he said.According to the High Court, the persons employed by the contracting company engaged by the Department of Immigration to assess reviews of asylum seekers claims for refugee status "did not treat the provisions of the Migration Act 1958 (Commonwealth) and the decisions of Australian courts as binding, and, further, failed to observe the requirements of procedural fairness"."It is a matter of great concern that people who are tasked with reviews that can be life or death matters are not required to consider the basic rules of Australian law," Bishop Grech said.http://www.cathnews.com/article.aspx?aeid=24172

TODAY'S GOSPEL: NOV. 13: Luke 18: 1 - 8
Luke 18: 1 - 81And he told them a parable, to the effect that they ought always to pray and not lose heart.2He said, "In a certain city there was a judge who neither feared God nor regarded man;3and there was a widow in that city who kept coming to him and saying, `Vindicate me against my adversary.'4For a while he refused; but afterward he said to himself, `Though I neither fear God nor regard man,5yet because this widow bothers me, I will vindicate her, or she will wear me out by her continual coming.'"6And the Lord said, "Hear what the unrighteous judge says.7And will not God vindicate his elect, who cry to him day and night? Will he delay long over them?8I tell you, he will vindicate them speedily. Nevertheless, when the Son of man comes, will he find faith on earth?"
